• Conference on SMEs, Entrepreneurship and Innovation, organized by the OECD LEED Programme/Local Economic and Employment Development of the Centre for Entrepreneurship, SMEs and Local Development, in partnership with the Udine Chamber of Commerce, October 22-23, 2009 Udine, Italy.

• The first Ministerial conference on SMEs was held in Bologna, Italy in 2000. At that meeting, the Bologna Charter on SME Policies, the first major international SME policy document was adopted by almost 50 OECD member and non-member economies. The Charter recognized that SMEs are a major driving force for job and wealth creation, and reiterated that a better international dialogue should continue on small business development.

• 2nd OECD Conference of Ministers responsible for SMEs was held in Istanbul, Turkey on 3-5 June 2004 with a theme of "Promoting Entrepreneurship and Innovative SMEs in a Global Economy : Towards a More Responsible and Inclusive Globalisation".

  In that conference, a Parallel Ministerial Workshops with the following themes were held:

  - Entrepreneurship and SME Innovation

  - Tools for SME Innovation

  - SMEs in the Global Economy

  - Enhancing the role of SMEs for Development.

  The declaration adapted the following issues related to challenges of SMEs, in among other issues:

  • Working cooperatively together to  reduce barriers to SMEs’ access in international markets

  • Considering SME needs, including simplified, streamlined and integrated administrative processes during formulation of new legislation, regulations, and product standards

  • Assessing the effects of globalization on SMEs and specifically examine issues related to SME access to finance and to support for innovation

  • Recognizing the role of SMEs’ as an effective engine of growth; employment and poverty alleviation, particularly in developing countries
